You have NOT needed to kill the branch. The process that manages the EOL of a 
commercial subscription deletes the subscription, sets bugs to public by 
default, and ignores BVP. The maintainer was informed that no one can create 
private branches anymore. Since we abandoned branch multi-tenancy last year, 
any team abusing the existing BVPs should be smacked (and charged $250 USD). 
Once we enter beta, the EOL process will set the policies to Public as is 
claimed in the email.

As a commercial-admin, I will set the project's policies to public regardless 
of an existing BVP if there is no commercial subscription.
