Review: Disapprove

Based on discussions that I have had with wgrant and tomp on this topic, I am 
against merging this change. We provide critical build infrastructure for our 
users and many critical projects and so we should not be making them and their 
builds be some form of pre-release testing of the LXD candidate channel. So 
Launchpad should always run a stable (ideally LTS) branch of LXD on all 
builders, unless we need some fixes in newer releases like we did for riscv64 
(that can be reverted now).

tomp also asked if we can allow overriding the LXD version used on a per build 
basis so that they can use it test to things before a major, new release. But 
with the current Launchpad build setup, LXD is installed on the build VM during 
the image preparation/modification step and it will require a non-trivial 
amount of effort to re-architect things to allow doing such a thing.
