Yes, you can. At the moment, this is useful mainly for Malone, so you can register bugs in distribution packages (e.g. an Ubuntu package) as occurring upstream as well.

I've seen some projects which are registered by canonical people. So I
assume it is okay to just go on and transfer ownership to the upstream
once they want to take over maintenance over the product entry in
launchpad. Whats the process if this case happens?

When logged in, the current maintainer can choose "Change Maintainer", and enter the ID or e-mail address of the upstream person (provided they have a Launchpad account already).

We don't yet have a process for saying "Hey, that product's mine!" when the current "maintainer" doesn't want to give it up. I've just reported a bug for that. <https://launchpad.net/bugs/43741>
