What about if the bugs page you actually get an overview with say the first 10 bugs from each section. People who don't have a lot of bugs would probably find what they want there easily. If they have a lot of bugs then they can click on the section heading and go to the full view. They are also more inclined to know the proper URL to get where they want directly, I would think.
