Thanks for the interest in this, and I am glad that you found Import
Policy page useful.  In short, you pretty much got it correctly.

It expects a "something.pot", so yes, messages.pot will do the trick.

He should definitely do that regardless of whether people will use
Launchpad for all translations or not.  However, there is a risk of
wasted work if we don't set the privileges properly:  POT files should
be regularly updated, and we should disallow translations for those
languages in Launchpad anyway.

Also, one the important bits for us is that we know you'll commit to
sending all Launchpad-provided translations upstream, which is why we
ask for maintainer approval in the first place.

That's true: having a big amount of translations is a very useful
thing, indeed, and that helps with ideas and consistency at the same
time.

In the worst case, you can get PO files out of MO files with
"msgunfmt" utility.

Sure.  The current solution is to ping us using
https://answers.launchpad.net/rosetta/ so we get to it faster.  Or use
this list.

Also note that only initial upload of the POT file actually requires
explicit approval: anything else is approved automatically, if you
don't change the file names (eg. once we approve it as "messages.pot",
it should always be "messages.pot").  PO files also get approved
automatically once POT is imported.

danilos, carlos or jtv).
