No it's not but it is a free upgrade last time I checked. Go <A href="http://www.ni.com/advisor/";>here</A> and click on the Upgrade Advisor link. You will need the serial number of your current app builder.
p.s. LabVIEW 7.1 was released today so you might want to skip 7 and go straight to the latest.
