I don't know if Steve will agree but I don't think any one man is more
responsible for a peace settlement, and hopefully peace, than Clinton.
England could never hope to quell the dissent from the Catholics in Northern
Ireland without recognizing their aspirations and complaints.  They have
tried that for centuries have not been notably successful.
