This morning on the Today show a representative from Texas was on
explaining why he was submitting a bill to have 11 year olds face the DP
in Texas when they commit a capital offense.

What would happen with his bill, is that the 11 year old would be tried
and given the DP, but the sentence would not be carried out until the
child reached 17.

When asked if he thought an 11 year old had the knowledge to even know
what the DP was, he stated that 11 year olds are not what they were when
we were that age.  He told of a case where a 12 year old girl threatened
to kill her principal.  The Principal asked the girl if she knew she
would go to jail for this, the girl answered yes, but only until she was
18, and that it would be worth it.

He has 65% backing on this bill from the citizens of Texas.  Which was
explained by the "climate of todays public about children who are
committing crimes"
