That's because you haven't installed a 32-bit version of gtk. 32-bit Lazarus needs the 32-bits gtk-libraries. You have to install those. On Fedora if you install a 32-bit package on a 64-bit system, it also installs all 32-bit dependecies. I think Debian/Ubuntu does the same. But if you really want to do everything manually, as you are trying to do - you have to do this yourself.
