So, to me it seems this unit is more broken than a missing uses FileUtil.

This is a bug?
Just a note:
This unit has moved some months ago (in current development version of
fpc and lazarus) from lazarus to fpc.
Can you use the daily snapshot or the svn version of fpc/lazarus?
