So, to me it seems this unit is more broken than a missing uses FileUtil.

This is a bug?
Just a note:
This unit has moved some months ago (in current development version
of fpc and lazarus) from lazarus to fpc.
That file is still in
http://svn.freepascal.org/svn/lazarus/trunk/components/fpweb/
Should it be removed? Since fplazweb doesn't work fpc 2.2.4, there
is no need for it to be in our repo, is there? Or can it be used
with 2.2.4?
Yes. I guess, it should be removed.
