Do you know it by your own experience? I know it because I made a VCL and a
CLX based GUI toolkit as MSEgui predecessors. Both reached about 95% quality
and much less than 50% functionality of MSEide+MSEgui with about the same
effort.
It is not a technical question.
It is a question of available resources and well-defined targets.
