In general they often will even have UK Windows and Office versions. (you can enable Dutch spellcheck in it) But many older programmers will use dutch. Not all users will be hardcore IT people, quite some are teachers and I know even realtors doing mortgage calculations on it. And pupils of the teachers. If you are in hardcore IT circles, you won't see such users, but they probably are there. That being said, on the original subject, can't we simply change the default for such languages? IOW that people with arabic locale get English as default, but leave the Arabic option in for people that want to work on it, now or in the future?
