Using Windows CHM viewer has drawbacks as it does not support unicode (UTF8) in menu items, so if captions of items contain non ascii characters and they suppose UTF8 encoding (as it is in lhelp) - they will be displayed wrongly in Windows CHM viewer.
But other points (html page rendering quality) are valid :)
