It is, but with exception that qtlcl and gtk2lcl cannot run on headless linux machine. I'm giving this objection since one can create cmd line program on windows and then expect that it should work on headless linux machine (eg cross compiled for gtk2/qt).

A machine running Lazarus programs can be /physically/ headless, i.e. no physical video controller, but provided it's got X11 libraries and the appropriate widget set they can be run over a network connection.
