The startlazarus.exe takes automatically care of the path. So try to start
lazarus by starting startlazarus.exe.
Maybe it's useful to let lazarus also check whether a
<config_path>/lazarus or so is present, and if so, hint the user it may
want to start that one ? Can be annoying too, but maybe it'll help more
than it hurts.
