Since you mailed it to the greater public, I'll add my answers to you
here as well.
I think it doesn't matter as long as it is consistent. For all lazarus
source files we use a lowercase filename, so a uppercase country won't
fit. Besides, all other translations have a lowercase country (and no
locale). So I see no problem with the existing format.
