Just curious..

In the FAQ it says: "This warning message indicates that your locale
enconding is set to utf-8. If you are using Gtk 1 this can be a
serious problem and prevent the correct working of Lazarus or software
created with Lazarus."

What serious problems could happen in Lazarus or apps created with Lazarus?

I have been using a en_ZA.UTF-8 locale with lazarus, and just kept
ignoring that message and everything has been working fine.  Maybe I
am just lucky.  :-)
Even so, I followed the advice of the FAQ and created a script that
sets the locales correctly before executing Lazarus.

The Lazarus IDE will eventually be migrated to Unicode. Until then,
you can follow the instructions on the FAQ to work around this
problem.
