Maybe you are not starting the new IDE.
Open a terminal and start
/home/username/.lazarus/bin/lazarus

Did you see the Lazarus Menu -> Components -> Configure installed
packages dialog?
What does it show?

The simplest way is to not install the lazarus rpm, but to download the
tgz and uncompress it to a directory (e.g. /home/username/lazarus) or
get the source via svn.
