Not necessarily, and even so, only for the designtime part.
I've brought this up before, and then the Lazarus devels stand was that the
design time component plugin was a documented interface, and the fact that
it happens via (static) linking only an implementation detail.
So effectively what is needed is a formal statement from the (main) lazarus
copyright holders that this is the case.
Not only for MPL, but also to allow commercial devels to create designtime
packages and component editors.
