I presume it would fall under FPC's modified LGPL. But I will email him
anyway to get his approval.
His post mentions 2 additional issues:
1- SerOpen return value of 0 or -1 in case of error.
2- Unix/termios and Windows/DCB structures are different. Maybe a common
structure should be used to have cross-platform support?
