That is because the lousy nature of JPEG compression. Good for RGB photographical images, bad for line art. CMYK JPEG is also a bad idea.

I keep using TIFF as general purpose. PNG would  work well too.

When  I do some translation (English -> spanish) If my client send me the
text scanned I prefer they send me it in gif than as is usually ��In JPG!!

GIF take a pretty little file without artifacts and good detail in the
profiles of the fonts. Not as JPG, wich have all kinds of troubles with few
colors (ideally only 2 tones) and abrupt profiles...
