IMO the blur should not be too weak in order to to smear all artifacts
created by sharpening, JPEG artifacts, etc. I'd also apply the blur in a
linear (gamma 1) color space, or if this is not possible, then I'd try
to leave out pixels at/near high contrast edges, when establishing the
color mapping (to avoid that pixels with a too large color difference
are averaged in a non-linear space, and then used to establish the mapping).

No. Lcms does not include any tools or functions to create profiles from
scattered data. You also didn't tell what's the size of your
(downsampled) images. A regression with a huge number of data points may
be challenging too, depending on the model and algorithms being used.
