It uses the hypercube algorithm, which is a sort of under color removal.
Basically it reduces proportionally CMY if (and only if) black plus CMY
surpasses the given percent. It doesn't touch the K channel.

So, if an output profile has, say, 300% of ink limit and you use
350% on cmsCreateInkLimitingDeviceLink it does nothing. If the profile
is ink limited to 300% and you use cmsCreateInkLimitingDeviceLink of
250%, then you obtain a maximum of 250%

There are better ways to inklimit, but you need more information like
drop weight. The hypercube works quite well given its simplicity.

Lcms2 does include a function to estimate the ink limit of a given
CMYK profile.
