Please upgrade to lcms 2.2, I have checked it and it has not this issue.

On the other hand, black preservation only works on CMYK to CMYK transforms.
If what you want is RGB  (0, 0, 0) mapped to CMYK black, use either perceptual 
intent
or black point compensation. Anyway using -t11 would create the devicelink, but 
using
relative colorimetric intent
