2.2.13 is very very old. If you are going to be running a directory server, I would recommend using a newer release. 2.2.13 should be fine as far as client libraries are concerned.

I have been reading the OpenLDAP guide and various sources from the
Internet. I have to develop a GUI for ldap, something like an LDAP browser
using JNDI classes. Could someone tell me whether the steps I
mention here for user management are correct?

You might look at Jxplorer and save yourself some time.
