It may be a limitation in a different library that you compiled against, rather than OpenLDAP itself. For example, if you use tcpwrappers.

        I have thought that this may be the case, however I am not sure

Also, I would check that you are really able to up the ulimit, and see if the ulimit changes apply to the slapd user if you are running slapd with -u rather than as root.

        I assume it is when I run plimit on the PID:
