Is this a problem with how I compiled openldap, openssl, or

It may be a limitation in a different library that you compiled against,
rather than OpenLDAP itself. For example, if you use tcpwrappers.
I have thought that this may be the case, however I am not sure
where to start to look at this. Anyone else run into this?
Also, I would check that you are really able to up the ulimit, and see if the
ulimit changes apply to the slapd user if you are running slapd with -u
rather than as root.
I assume it is when I run plimit on the PID:
resource current maximum
time(seconds) unlimited unlimited
file(blocks) unlimited unlimited
data(kbytes) unlimited unlimited
stack(kbytes) 10240 unlimited
coredump(blocks) unlimited unlimited
nofiles(descriptors) 2048 2048
vmemory(kbytes) unlimited unlimited
thanks for the help
