Roberto, Vpcu's are only dynamically re-assignable if the domains involved do not have MAU's bound to them. From the message you are seeing that is the situation you have.
Having MAU's in a domain implies a required path to access them through a vcpu, removing vcpus dynamically could potentially remove the path to the mau hence making that resource unintentionally unavailable to the domain as a direct consequence of removing vcpus. In order to stop that happening, once you have MAU's in a domain, you can't dynamically reconfig vcpus in that domain, it becomes a delayed reconfig property as noted in the message that you see.. If you reboot the domain you are re-configing, you will see the new vcpu count as expected. This is well documented in the Admin Guide.
