I assume you got the failure message you originally reported when you
tried
"ldm set-vcpu 2 primary" so it won't have any affect. Try the following
order
instead
ldm set-mau 0 primary
ldm add-config new.config
reboot the Primary/Control Domain
ldm set-vcpu 2 primary
