After a poweroff, the saved config from the SP is restored (not the 
running config like a reboot).  It's most probable that the saved config 
(ldm add-spconfig) does not incorporate the vsw, so when you poweroff, you 
come up in a config without it.

If you do the ldm add-spconfig, and then poweroff/poweron, is it properly 
restored?
