No, I don't think it's so much a Provo term as it is an LDS theme. Our work in the church can be considered part of building the Kingdom of God on the earth. Any work we do that furthers the mission and purposes of the
Lord can be said to be "building the kingdom," in preparation of His second
coming when He will assume his rightful reign as "King of kings" and "Lord of lords."

For one example of "outside-Provo" usage, if you've seen the movie "The Other Side of Heaven" about the missionary labors of Elder John H. Groberg, you might remember when Elder Groberg arrives in the mission his mission president tells him he has a two part assignment, "learn the language, and build the kingdom."
