Without having installed Plone, my impression is that it extremely scalable and more polished than most systems with some advanced functionality, but that there is quite a learning curve. I went with Drupal for my project because of their emphasis on community-building- if the research/knowledge base is going to be setup as a community, I would recommend considering Drupal. It may be able to get the job done with a lot let effort. I'm sure language would be a consideration as well (python vs PHP).
