The trouble is, there's no true standard at all.  I administrate 4 or
5 varieties of UNIX at work; they have binaries in:

/bin
/sbin
/usr/bin
/usr/sbin
/usr/local/bin
/usr/contrib/bin
/opt/<pkg>/
/etc

...and they have configurations in:

/etc/<pkg>/
/etc/
/etc/sysconfig/
/etc/rc.config.d/

Not to belabor the point - but these UNIXes have their kernels in:

/
/stand
/boot

...see?

I try to stick to putting things in /usr, and configs in /etc unless
there are tons, in which case I put things in /etc/<pkg>/

...
