This may not be possible. ebtables requires features not present in the
C library provided with Bering. Someone with better skills than I might
be able to hack the source to make it work, but... 

Bering-uClibc looks more promising: ebtables compiles under uClibc
0.9.15; but won't run. The uClibc developers are aware of the bug.

I'm also not sure why you need ebtables. The bridge-nf patches already
incorporated in the Bering kernel already allow one to filter, mangle
and nat IPv4 packets with iptables.
