The number to change exists in the RCDLINKS variable of the ipsec startup
script in /etc/init.d.  Set the numbers in the ipsec script to a number
higher than that used by dhclient.  I'll see about fixing this when I
package FreeS/WAN IPSec V1.91, which has just been released.
