I had the same problem when I was using a Pentium 2 system. What it turned out to be was that I was trying to use two ISA cards. One of the ISA slots is being interfered with from the last PCI slot even though there is nothing in it. What I did was to use one ISA and one PCI nic then it connected. I did not have two PCI cards at the time.
