The concept goes sort of like this:  
   People are ringing your doorbell.  That's 
   not wrong.  Make your doorbell silent and 
   lock your front door.  That's prudent in life 
   and on the internet. 

That's the colloquial explantion.  Unless somebody
breaches a security sub-system, I think it is pictured
as "nothing happened" and given the lowest priority.
Dealing with "nothing" costs them money and is the
last thing they want to spend cycles on... my guess.
