I didn't want to mention this as it seemed unlikely but I had a similar problem with my server before I moved to dhclient 3.x. I was looking for a dhclient 3.x package but could not find it. In the meantime I tried to install UML to compile it myself, but I got a errors applying the patches to a 2.4..19 kernel and was not sure if I could ignore them safely.
