Thanks for the input on this.  I really appreciate it.

I finally got my head around the details of shorewall, htb and the lot. 
The htb.init script is relatively new and aids in the initialization of
htb.  I suppose you 'could' use this script but don't really see a need
for it with Shorewall -- you can do everything in tcstart.  

If you're interested in the htb.init script, you can find it at
http://sourceforge.net/projects/htbinit  I may try it at a later date
but not right now.
