Ok. I will try to setup a small network to replicate your
condition so that I can experiment with ways to fix it. Or
alternatively you can give me a tcpdump of communication on eth0
& netcs0 when you have DHCP relay enabled.

Well, it is already one bridged *IP* segment; it's just that
all other protocols don't work on it. :)
