in a setup with  interfaces as

I had no problem reconnecting  a pppoe connection. 
My  hardware external interface eth0 is not defined. in shorewall
Allthough you are right that shorewall could block an attempt.  in this 
case it probably isn't the cause as arcana could reconnect useing 
ifup ppp0

you can use the  /etc/ppp/ip-up.d file.
