Yes, that is the right order. I haven't had any problems with the server portion working with Bering-1.0. By chance, are you using "eth1" for an internal interface, the "192.168.1.0" network addressing for your LAN, and enabled "dhcp" for the "loc" section of Shorewall? If any changes are made from the default Bering settings that affect these things, you must also make the proper changes to /etc/udhcpd.conf for the program to work.
