stupid question:
have you checked to changelogs to see if any incompatability was
introduced into either shorwall.lrp or the iptables.lrp.  you may also
want to look through this page
http://www.shorewall.net/upgrade_issues.htm to see if there is anything
that you have configured in shorewall that no longer works with the new
one.
