I'm building a stock Bering uClibc 2.3.1 router and am trying to connect using WinSCP 3.7.6 from the internal network. I keep getting a time-out.

For others reading this thread, DNS reverse lookup can also be a problem. I am using tinydns (because my ISP provider won’t allow recursive DNS queries which is needed for dnsmasq) and I have the following in my /etc/tinydns-private/root/data file:

.1.168.192.in-addr.arpa::localhost

Otherwise, WinSCP or PuTTY would eventually connect but much later.
