It depends on your configuration -- for example, if you set 
DETECT_DNAT_ADDRS=Yes, then you definitely must restart shorewall when your 
IP changes.

In general, it's a good idea and I recommend it on the Shorewall web site 
(http://www.shorewall.net/starting_and_stopping_shorewall.htm).
