Don't know, it works for me:
firewall# cat /etc/TZ
UTC
firewall# date
Tue Dec 12 08:15:01 UTC 2006

firewall# cat /etc/TZ
EST5EDT
firewall# date
Tue Dec 12 03:16:25 EST 2006

How did you change the TZ file? Via the lrcfg menu?
