Are binaries created by PerlApp free for redistribution?

I have managed to get NoCat working on Wisp-Dist in an unusual way. I used ActiveState's (http://www.activestate.com) PerlApp program to convert NoCat into a binary executable. I also had to add gpg and gpgv to Wisp-Dist. The total additional disk space is about 1.5 meg. The total Wisp-Dist image with the additions is 8202k, or just over 8 meg.
If you do not already have PerlApp (a part of the PerlDev package), this is an expensive solution. As best I recall, the PerlDev package costs over $500.00. There is a free (I think) Perl2Exe that I have seen, but I have never used it.
However, I can/will send the "gateway" executable to anyone that asks. Send requests to [EMAIL PROTECTED], ie not to my email address for this list. The perl code used to generate the executable is/was an unmodified NoCat 0.082.
I am a novice at access points, routing and NoCat. So I cannot say the binary executable of NoCat is solid, but it works on my test system.
