The lobbyists for NIST have apparently been more effective this year
than in any previous session of congress.  In the past few months
three separate bills containing the identical language to switch the
US from GMT to UTC have been approved by one or the other side of
Capitol Hill.

A notable difference between these versions and previous ones is that
the CGPM's UTC shall be interpreted by the Secretary of the Navy as
well as NIST.
