   But this "difficulty" never has been the concern of ITU-R!
   Their concern very clearly is the non-monotonicity of UTC and
   the proliferation of different ad hoc time scales invented to
   overcome the discontinuity of UTC at leap seconds.

   Changing the schedule of leap seconds would not reduce the
   need for UTC-SLS, Google time, UTC[SOFA],..., nor the
   number of schemes for mapping UTC values around leap seconds
   to time_t values in the various UNIX flavors.
