So that means that a telecommunications process that failed to consult this 
august body is serving their best interests?  And that investigating the actual 
effects of the actual change (to redefine UTC to no longer provide the mean 
solar time that railroads were instrumental in promulgating more than a century 
ago) is somehow "silly"?
